The Minister for Rural and Community Development, Heather Humphreys TD, recently announced details of the 2022 Town and Village Renewal Scheme (TVRS). Following the launch of Our Rural Future–Irelands Rural Development Policy 2021-2025 and the subsequent Town Centre First – A Policy Approach for Irish Towns, TVRS objectives have been re-focused to align with commitments within these Policies.
The Town and Village Renewal Scheme funding aims to support the continued regeneration of our rural towns and villages so that they are attractive, vibrant places for people to live and work.
Limerick City and County Council is seeking expressions of interest from town/village community groups and/or business interests who may have suitable projects for consideration under this competitive scheme. Project proposals must demonstrate close collaboration between communities and business interest in the design and delivery of proposed projects.
Priority will be afforded to projects that align with the objectives of “Our Rural Future” with a focus on:
- Enabling vacant and derelict buildings to be repurposed as community spaces/digital hubs
- Developing vacant sites in towns and villages into parks, green spaces and recreational amenities
- Development of outdoor dining spaces/plazas in town centres
The 2022 Scheme will prioritise tackling vacancy and dereliction in towns and villages for projects that will bring vacant and derelict buildings and sites back into use as multi-purpose spaces or re-purpose existing community/publicly owned buildings to facilitate remote working. Other projects which will be welcomed include regeneration projects that assist in revitalizing towns and villages, projects to develop parks, plazas, green spaces etc… to increase footfall for businesses and marketing campaigns targeted at attracting remote workers and mobile talent.
Under the Main Town and Village Renewal Scheme (TVRS) Measure, a maximum of 6 proposals can be selected for progression to full application stage, for submission to the Department of Rural and Community Development, consisting of:
- 5 applications funding €20,000 to €250,000
- 1 application funding €20,000 to €500,000
In addition, EOIs under the following Measures can also be submitted:
Project Development Measure
- 2 applications for funding up to €50,000 - provides grant funding in respect of feasibility / development costs for one strategic large-scale project per application that may be subsequently progressed with funding from the TVRS in the future.
Marketing Scheme Measure
- 1 application up to €50,000 – introduced on a trial basis, to fund marketing campaigns targeted at attracting remote workers and mobile talent to individual counties, in line with the commitments under Our Rural Future.
After the closing date, all expressions of interest will be assessed with regard to the priorities detailed in the Scheme Outline and the proposals alignment with the commitments in “Our Rural Future – Ireland’s Rural Development Policy 2021-2025”.
